Elements and Performance Criteria

1. Plan and prepare for supervising the mobilisation of equipment, crew and materials
   • Obtain, interpret and confirm work requirements
   • Access, interpret and apply mobilisation of equipment, crew and materials documentation and confirm work activity is compliant
   • Communicate with other personnel at site according to work requirements and confirm briefings and handover details are communicated and received
   • Obtain and interpret emergency procedures and identify steps required in case of fires, accidents and other emergencies
   • Confirm drilling plan details with appropriate personnel/client
   • Develop and document, in consultation with team members, the mobilisation plan, and communicate to relevant people
2. Plan hazard control procedures
   • Identify and address potential risks, hazards and environmental issues and implement control measures
   • Assess the nature, location and scope of hazard and/or risk
   • Determine site and job specific procedures for managing hazards and risks
   • Document hazard control procedures and communicate to relevant people
3. Select and source equipment, services and supplies needed
   • Select required rig(s) and components for job
   • Select supplies, amenities and other consumables required for job
   • Select required support plant, equipment and vehicles for the job and confirm serviceability
   • Select crew for the job according to work requirements
   • Develop checklists for all required equipment, supplies and personnel
   • Check selections and checklists against agreed plan
4. Initiate the mobilisation of the job
   • Organise the appointment of the crew
   • Organise for the induction of the crew to the job
   • Confirm that the crew are selecting personal protective equipment required for work activities
   • Distribute checklists to appropriate people
   • Confirm availability of all required items
   • Confirm maintenance/service has been completed for all equipment and plant
   • Clarify job requirements and checklists with recipients of checklists
   • Organise and confirm accommodation and finance arrangements
5. Monitor mobilisation (including loading) and respond to problems
   • Monitor mobilisation according to job requirements and workplace procedures
   • Identify possible problems
   • Determine problems needing action
   • Determine possible fault causes
   • Rectify problem using appropriate solution within area of responsibility
   • Report problems outside area of responsibility to designated person
   • Follow through items initiated until final resolution has occurred
   • Identify and recommend improvements to mobilisation process

Performance Evidence

The candidate must demonstrate the ability to complete the tasks outlined in the elements, performance criteria and foundation skills of this unit, including evidence of the ability to:

plan and supervise the mobilisation of equipment, crew and materials on at least two occasions, including:

developing an implementation action plan in consultation with team members

executing operations

completing an improvement assessment report in consultation with team members.

During the above, the candidate must:

locate and apply required legislation, documentation, policies and procedures

implement the requirements, procedures and techniques for the planning and supervising of the mobilisation of equipment, crew and materials, including:

planning and preparing for execution of the operations

assessing work activity and determining required equipment and operational techniques

developing, sharing and monitoring work plans

applying safe work practices and identifying and reporting all potential hazards, risks and environmental issues

reading, writing, preparing and completing reports and checklists

providing team leadership and organisation

work with others to plan and supervise the mobilisation of equipment, crew and materials, including:

communicating instructions to those involved

preparing for and conducting briefings, toolbox and site meetings

maintaining written records and the reports.

The candidate must be able to demonstrate knowledge to complete the tasks outlined in the elements, performance criteria and foundation skills of this unit, including knowledge of:

key policies, procedures and established requirements for planning and supervising the mobilisation of equipment, crew and materials, including those for:

risk assessment and management

workplace health and safety

environmental management

workplace communication

work monitoring and continual improvement methods

site geology and its impact on drill requirements

the relative benefits and limitations of different methods of drilling

the relative benefits and limitations of different rigs

the strengths and weaknesses of crews

heritage and environmental requirements

equipment selection criteria.
